6 associations pour la protection des animaux en Afrique du Sud

Fais très très attention aux structures que tu choisis pour faire du volontariat ou même juste visiter. Il faut absolument éviter toutes les structures qui proposent des contacts avec les animaux même s’ils prétendent que c’est pour le bien de la conservation de telle ou telle espèce. La vérité c’est que ces animaux objets ne sont là que pour attirer les visiteurs et ne permettent en rien de favoriser la sauvegarde des espèces !

Le NEMBA ( de son nom complet : National Environmental Management : Biodiversity Act ) et moi on a passé beaucoup de temps ensemble ces dernières semaines. De longues soirées à éplucher les 288 pages de ce Wildlife Act sud africain dont la dernière version date du 31 mars 2015. Autant dire que parfois j’avais les yeux qui ont saigné. Je vais vous le résumer au mieux en commençant par vous rappeler que la chasse est autorisée en Afrique du Sud.

L’Afrique du Sud a beaucoup ( beaucoup ) d’amendements mis en place ces derniers mois concernant la biodiversité du pays et les différents traitements accordés aux espèces résidentes du pays, il y a aussi des plans de managements pour des espèces spécifiques bref, énormément de documents que je ne vais pas vous détailler ici mais dont je vous mettrai les liens en fin d’article. Vous pouvez toujours retrouver les liens des ONG en cliquant sur leurs noms.

Le NEMBA en bref

Je ne vous cache pas que j’ai eu des difficultés à lire le Nemba, le texte est long et on s’y perd au bout d’un moment avec toutes les références à tel ou tel article qui nous oblige à rebrousser chemin pour comprendre de quoi il s’agit. Dans ce texte il est question d’activités restreintes qui désignent plein d’activités comme la chasse qui sont soumises à des conditions, comme celle d’avoir un permis. Il y a 2 types de permis de chasse et 1 permis de possession. Les 2 permis de chasse se différencient par leurs durées d’effectivité, le premier est ponctuel et le deuxième régulier, ça ne différencie pas les espèces à chasser. En fait en Afrique du Sud on peut tout chasser ou presque. Concernant les mammifères terrestres toutes les espèces présentes sur le territoire peuvent être chassées à condition que le statut de l’espèce ne se soit pas détérioré dans l’année. Avec un texte qui date de quelques mois apparemment toutes les espèces se portent bien dans ce pays puisqu’elles peuvent toutes être chassées.

C’est le point agaçant dans le Nemba. Vous avez peut être entendu parler de la 6ème grande extinction de masse qui a lieu en ce moment, la première d’origine humaine. C’est la 6ème d’une liste dans laquelle figure l’extinction des dinosaures, pour que vous compreniez bien l’importance de cette extinction, et pourtant dans des pays comme l’Afrique du Sud on continue chaque année à mettre en place des quotas de chasse ( mise en place par une autorité scientifique donc pas d’objectivité vu qu’elle est proche de l’Etat ) pour des populations quantifiées de manière hasardeuse.

Bonjour hypocrisie.

Le Nemba se targue de mettre en place des évaluations de risques dans le cas où les populations concernées par la chasse pourraient souffrir d’une dévaluation de la part de l’IUCN, de pucer les cornes de rhinos ou les éléphants ou même de mettre en place des “banques de génotypes” pour conserver les espèces et les faire perdurer. Sauf qu’en face des ces recommandations chevaleresques il y a le fait que ces évaluations n’empêchent la chasse qu’au cas par cas, que la provenance des cornes de rhinocéros non pucées ou de l’ivoire recueilli n’est jamais demandée pour avoir un permis de détention et que la consanguinité est acceptée dans un but de conservation ( faire des individus consanguins pour conserver une espèce ? Un concept que j’ai du mal à comprendre ).

Bref le Nemba est loin d’être parfait, aucun de ces textes et des textes en général ne le sont et ça serait vivre dans une dimension parallèle d’imaginer un jour qu’un texte législatif pourrait aller dans le sens de la biodiversité parce qu’à côté de ça on parle de marchés, de lobbies et de profits. La chasse est l’une des plus grandes sources de revenus de l’Afrique du Sud et même quand on voit que les rhinocéros s’éteignent doucement mais sûrement on ne peut pas se permettre de cesser la chasse de ces animaux. On quantifie des populations sur des approximations et puis au bout de quelques années on se rend compte que l’animal devient introuvable à l’état vraiment sauvage, que les consanguins sont trop consanguins pour se reproduire et puis c’est la fin d’une espèce, juste une de plus. L’Afrique du Sud n’est qu’un pays parmi tant d’autres à donner à travers tous ces textes un écran de fumée à l’extinction programmée d’espèces pour une question de profits. On dit vouloir apprendre à ces populations qui braconnent que prendre soin de leurs ressources, que l’écotourisme sera plus bénéfique que le braconnage, un écran de fumée de plus ? J’ai un goût de plus en plus amer à mesure que je lis ces textes.

Concernant les ONG

  • AFRICAN WILDLIFE FOUNDATION: qui travaille sur Drakensberg, Addo Elephant NP et la Great Fish River National Reserve. Le programme est axé sur la protection des rhinocéros puisqu’ils font face à une augmentation du braconnage pour les cornes. Ils observent la population des rhinocéros et mettent en place des actions pour éviter le braconnage. Ils ont aussi mis en place d’une campagne en Asie afin d’informer les consommateurs de la provenance des cornes qu’ils achètent et quel impact cette demande de cornes a sur la population de rhinocéros en Afrique.
  • SAVE THE RHINO : qui travaille sur Hluhluwe iMfolozi. Ils ont mis en place des programmes anti-braconnage par des surveillances aériennes et des patrouilles anti-braconnage. Ils aident également au renforcement des lois.
  • WWF SA : ils ont mis en place un programme anti-braconnage pour les rhinocéros en protégeant les populations clés et en leur permettant de s’agrandir. Ils supportent des lois pour l’interdiction du commerce illégal et tentent d’améliorer la coopération entre l’Afrique du Sud et les pays consommateurs de cornes. Leur programme passe par la compréhension de ce commerce de cornes pour réussir à influencer la demande.
  • WILDLIFE ACT : Ils ont mis en place des programmes pour les lycaons, les guépards, les léopards et les rhinocéros noirs au parc d’Hluhluwe-iMfolozi.
  • RUFFORD FOUNDATION : Ils protègent les hyènes à Little Karoo. Le but du projet est de promouvoir la coexistence entre hommes et hyènes et de comprendre leurs comportements [aux hyènes, parce que les hommes, c’est foutu !].
